Webit seems to be an oversight on the developers part. most people think the empty thalmor headquarters was supposed to be where you could negotiate a peaceful solution but as of right now the only way to free thorald is to slaughter all the guards in northwatch keep. You can talk to Tullius to get him freed. WebJun 28, 2024 · For me it was before ever going to Northwatch Keep. The only solution I've found is to reload older saves and do things a little differently (e.g. go into different buildings or wait a different amount of time before leaving a building, etc). I think Thorald sometimes randomly dies and reloading and doing things differently can avoid that.
